I like the idea behind the weapon but I actually feel that it's lacking a bit in terms of being an actual exotic. Maybe add something that uses the name more. Why not kills with this weapon increase the damage of your melee. It stacks with every bullet in the magazine, but it goes if you reload. Cacoon would be good to keep this in check because you wouldn't be able to just switch to a primary after stacking kills because it would automatically reload it.
