This is just a theory but I've seen them drop once and it was the only time I killed the mortar shield brother before the one who charges. Sounds weird but give it a try if you haven't I'm sure you have.

Just an idea, I've only been in one group who killed the mortar guy last.

Not true! I kill them them in the same order every time and I got them with my Titan the week of launch. I didn't even realize they were strike specific at first.
