Why am I not getting the No Time To Explain Quest?

Hey Destiny Community, I was wondering why I am not getting the no time to explain quest. I turned in the ghost shell and got over 1,000 rep in FWC. Is there something I am missing? Has anyone else experienced this? I would love to hear your feedback,

You may just have to wait. I did it the first time around about 2weeks ago, got the quest this week.
