I'm relieved that they did this. Now I don't have to feel obligated to use elemental primaries and can enjoy my vendor weapons knowing they'll always be just as good as raid weapons. In year 1 there was no reason to not use an elemental primary in every PvE situation, the advantage was obvious. Plus, it's really not that hard to take an enemy shield down with your secondary, a heavy or even your kinetic primary.
