They won't: this is by design. The Grimoire for Ir Halak and Ir Anuk are found by killing them during the mission where you go back to Crota's End.

ive done both the raid and this and it hasnt given me it yet

You have to kill them in the mission. With icebreaker it takes around three minutes each.
