Pay to win for sure. Let me spend my money to get masks that make my character lower. But it'll help me win because they have tons of intellect...wait they have nothing...so they are just cosmetic still? Man that makes no sense. Wait it isn't pay to win. He isn't talking about the masks dude. He clearly said the consumables. Bungie said themselves that items sold for silver will be cosmetic. Consumables that increase exp and glimmer are not cosmetic. Now they aren't going to stop you from raiding, but this is only the beginning.

Dude really u can buy and find most of these stuff with glimmer from the Gunsmith, the shader lady from the bags and find the same kind of stuff for free these r just Halloween theme sheesh
