This is my friend's and my theory. So, bungie what actually want is that higher level people can help lower people through the raid, why is this? Well, my friend and I, decided to run hard mode first on one character, we got nothing but sh*t, then on another character we run it normal mode, and after completing normal mode we run it hard on that same character and guess what? We got better gear than what we could ever imagine. I know, it is so dumb to run the raid 6x a week, but, in my opinion, I think it's worth it.
Next time, setup your fireteam, finish normal mode and then go to hard mode. I hope this helps you and you can get better gear from hard mode.

This opens up another can of worms. Who has time and/or a regular enough group with the same amount of time to run 6 raids a week? Maybe an in-game LFG or matchmaking could help with that. I'm just one guy talking, but that sounds awfully familiar.
