Yeah I got the Hunter boots at 262. My Hunter is 313.
I know I can infuse them and will do as the perks will be helpful next time around. But Trials gear is supposed to be end-game, surely we should expect at least 300?

That's not proper trials gear. That's equivalent to the watchers set. It's not the actual end game rewards, more like the "good try" reward.
