This has long shipped with games since the 90's lol, a 2014 release without it clearly shows this game's development cycle got -blam!-ed, and ontop of that bungie was probably rushed. They've showed they can dish out excellent custom Game designs (Halo), no doubt we'll get it for Destiny 2.
