Just saying OP, Bethesda was also in collusion with Valve to throttle the mods community for their games by introducing paid mods and make huge bank off of other peoples' mods, under the guise of "We want modders to be paid for their work, guys! Never mind the massive cut we're taking from how much we'll make them charge for it!" But I agree, no one in this scenario is blameless. Bungie actively chose to partner with Activision, and their company has paid for it dearly. Only Harold Ryan has come out of this smelling like roses because he shills hard for Activision, and even then just barely after the Marty O'Donnell snafu.
