That would be so op in PvE. Insta-killing ultras at half health.

Perhaps it should simply say additional damage, so in the crucible world if you hit one target with all 3 rounds it'd be a kill but in PvE it wouldn't be that aggressive

I didn't think that much into it, hmmmm I was thinking you'd essentially need all three rounds in your magazine to hit one target, but fighting ultras and so on would be pretty op. My mind was on the crucible side.
