Just found this is in #feedback. It needs a read.

    Oh look. More unnecessary bitching. Here's a crazy thought: Devs rework what they as the designers realize have faults. Here's another crazy thought: the design of year one perks were flawed and didn't meet their design intentions. Here's even more crazy thoughts: the above statements are true. Perks were designed to provide a benefit with a cost or at most a single decent benefit. Field scout had no cost and also had [i]two[/i] upsides. As great as that is for players, in the grand scheme of things it didn't fit. Old content always gets left behind. When Bungie gets the man power maybe they'll spend the time rejuvenating old raids. I wouldn't be surprised if they did. They'd want new players to eventually experience the staples of year one. However, Destiny had an extremely rocky start with year one and it's just found its footing in year two. Releasing new content will obviously always have priority over updating the old.
