How about limiting the movement very severely while using hammers? No double jumps and reduced movement speed.
Kinda plays well into the whole tanky Titan theme eh? Still useful in pve while not being op in pvp cuz being easier to avoid. Keep damage and number of hammers and cauterize the same.

No agility boost but, taking away my ability to double jump is stupid

Removing double jump means you can't navigate the map. Everyone would just jump up on a platform. Reduce damage resistance so they die just a little quicker. Then health regen won't matter. And honestly people, just run and jump away, and a lot of hammers will just miss you. It's a thrown object, not a fired projectile.
