Yes that was an issue but that was not the reforge. That was the perks itself. And you had to use your motes to get that perfect roll which could be the 1st or 20th time. I used shit loads of motes in HOW. Unlike most people I liked to roll high fire rate scouts with full auto and firefly. That is what I liked. Now you have someone get that perfect roll on a weapon that may be just impossible to obtain by anyone else. Imagine how op 1000yrd stare with headseeker and unflinching( her benevolance perfect roll imo). Then who has the advantage then? Reforge evened the field just that bit more. I got the dead orbit fusion from a nightfall with 2 slide perks. That was a waste of my time for 3 marks. And lets face it. The new perks are complete shit. Who want quicker reloads when your the last of the fireteam. You don't want anyone to be needing revives in the first place. And if no one does die you have a completely useless perk.
