No it was a big dlc, it's only empty because they left literally all of y1 behind but for 4 strikes. If they would have built on last year this game would be awesome, still have its issues, but it would be huge content wise and nearly infinitely replayable. But alas, they did not. They decided to just toss everything and start over with a 4th, brand new take on progression.
