They NEVER said that about raid loot. I swear people fabricate and deduce there own ideas in this community.
Name another mmo loot based game that provides amazing loot from raids, so precise that you can be fully geared in 5 runs. Tell me, I'll wait.........

Regarding your 2nd inquiry....Crota's End had the best loot system of all raids. I was fully geared on all characters in 3-4 runs. In King's Fall however, I still search for the helmet on 2 characters, and every other drop I get is with minimum light.
