This guy essentially has a giant chip on his shoulder over Destiny. No, it isn't inherently a competitive game. If it was, there would be private matchmaking.
Besides that, he takes takes one weapon out of hundreds and bases his entire argument on that one weapon. It's even worse when he bases it off of Scout Rifles, which tend to have the most aim assist of any weapon class, and then goes on to base it on the Scout Rifle that has one of the highest aim assist ratings in the entire game.
If you want to get a good baseline for the average aim assist, use different weapon classes and then use different weapons within that class with various ratings. Compile your findings and then you can proceed to make an informed argument over how broken the game is or isn't.
As it is, all he's doing is crying about something he doesn't really know anything about.
