Third Eye
Blind Spot (Exotic Perk, PvE only):
Targets hit by this weapon are blinded and stunned for a short amount of time.
Backup (Exotic Perk, PvP only):
Targets hit by this weapon are marked for all allies. Projectiles have a chance to generate an Arc burst upon hit.
Damage type: Arc.

Maybe as a aesthetic thing, the arc bullets are a dark red color.

Alright then. It revolves around an old myth of someone called who people called "Red Lightning". Stories tell of how this person was able to bring humanity up in the darkest of times. That's currently what I can think of.
