Actually no, you have to understand the context of the word. Many words are synonymous but cannot be used interchangeably based on the context.
To properly use berate, you must not only criticize, but scold. The word is to be used when anger is involved - and one person is directing said criticism directly onto another.
Nobody "berates" with an open generalization.
