Why don't they just give the option to infuse the old gear? Who cares if it drops at 160 or whatever. People will still have incentive to do the new raid as they'll be trying to get higher light level fear to infuse it with VoG or Crota gear.

Defeats the entire purpose of the new meta in year 2. We'd still be using our fatebringers and gjallarhorns, and not care about the new guns they put into the game. So this DLC, would just be like another House of Wolves, which I'm pretty sure none of us want.
