All of the old content should be relevant. There should be unique, useful and ascendable weapons in each raid. I also think, that new players should be required to clear vog before getting to TDB missions.. They should be required to kill Crota to have house of wolves missions open.. And lastly Skolas for the TTK story line. Afterall.. Everyone is required to buy TTK anyways. Why not include the old expansions with it at the same price.
