He says he is the only one who holds that houses name. It would be cool to see other Fallen come to him though.

Wouldn't any fallen guardian become part of the house of judgement simply by association? Also, he is not the only one. Who was guarding the queen in the first cinema of the queen and guardians meeting? Were they the wolves or house judgement?

They were wolves. Variks was the only one who didn't betray the queen. Even says he is the only one. And he is the only house of judgement. He says it himself. In one of the grimmoir cards he talks about how in a the past the house of judgement was the closest thing to peace the fallen ever had. Once the traveler left the fallen they broke into war with themselves and judgement was wiped out. He is the only house of judgement fallen. And I dont think that any fallen guardian would be house of judgement by default. That would be their choice on what house they swear to. And being a a guardian means being selected by a ghost(dead or alive) so they would likely be involved with the tower.

True. Maybe the house of judgement fallen that died would be the potential next guardians as the traveler did acknowledge them at one point.

Perhaps but the ghosts had a hard time making it to mars. Never mind traveling to where the Fallen were some hundreds if not thousands of years ago to find a fallen to revive. The Ghosts do not need to pick a dead host to revive. In The Last Word and Thorn grimm cards it shows that a ghost did select a living host after their guardian could not be revived. So it could be a Fallen that is like Variks and understands that the ways of the Fallen are that of a dying species and they need to go back to their old ways if they are to survive.
