A balance had to be struck. If it leaned even more into mmo territory, you'd lose even more of the fps shooter crowd, those that tend to dislike the grindiness of traditional mmos. And nobody that jumped into WoW post BC was running Black Temple for usable gear. Same with destiny, old raids are old.
