I can see Fallen and Cabal because they appear sentient. Vex are mindless and relentless robots and the Hive are too evil. I need to believe a character has moral complexity before I can buy into playing them. I can't really see the Vex or the Hive having that type of complexity.

Yeah I thought Hive were a definite no as well but I think Vex are a bit more malleable especially since we don't really know what Osiris is up to the possibilities are there. And Cabal I think are as morally neutral as the Fallen and could just as easily become Guardians.
