Not everyone has the time to spend collecting fragments.
Some only play for short periods of time a week.

Saying we don't want weapons that everyone will require. Then putting in a gun that obviously everyone will require.

Edited by DUD3MAN13: 11/12/2015 1:09:20 PMIt doesn't really take that long to get the fragments. I put it off until the week before HM because it felt like a lot of work. Then I got off my lazy azz and found out it wasn't so bad. As long as you have been killing the tier 3 bosses in CoO along the way, it really only takes about an hour to get the fragments and maybe another hr (at max) to complete the 2 strikes. So 2 hours for one of the best guns in the game, that also doubles as a ticket into hm raid to get better gear. Well worth the 2 hour investment.
