This has been my experience thus far:
Me: Ok. My settlement is nicely built up for now. Time for some quests.
*walks towards active quest location*
Me: Oh look! Another settlement location.
*several hours later*
Me: Ok. This settlement is nicely built up for now. Time for some quests.

Me: Oh look! Another settlement location.

Me: Ok. This settlement is built up nicely for now. Time for some quests.

Is there any way to scrap all the houses in sanctuary? Also it would be amazing if there was some way. To build roads or dirt paths

Edited by TrAB418: 11/13/2015 6:27:36 PMI built up the Minuteman HQ [spoiler](Castle)[/spoiler] and then made all the other little settlements just good enough to be happy, nothing crazy. Then when I started finding outpost, I made them really defensible so they could act as Minuteman outposts. My scouts pretty much.

I decided to go with just one settlement at sanctuary. I scrapped everything I could except for stations and tvs. Working on building a steel wall all the way around it. I can't spend more than an hour in building mode though. Too many things to shoot and loot out there.

You sound like me. But instead of settlements i get sidetracked by every random thing i see. I thought MGSV was my GOTY but Fallout 4 is beating it right now
