This attack was about France's military action in Iraq and Syria, it was not about their immigration policy.

And then there's also ISIS going ham on the area in the unrest. And amidst all of this France was one of the countries to try to send aid to the Free Syrian Army to help them fight both the government and defend against Islamic State. I guess Islamic State didn't like that very much. So yes, it does all come back down to a bunch of people who think that a magical -blam!-wad wants them to kill everyone who thinks differently and gives them the authority to perpetrate any sort of horrendous shit against anybody in his name if they can find a verse justifying it in their book. And yes, it is about France's immigration policy, as I said below, because these people got into the country somehow. So either their borders are not properly secure, or they're not being careful enough about who is allowed to stroll into France and obtain weapons.
