I hear I can dress up the people in my settlement but how? I gave them clothes (and my follower armour) but they don't put it in, just carry it around...

Switch to their inventory, and there will be an option to equip gear

There's a quest you get in good neighbor that has you go to a comic book store. You'll find the costume and axe on the first floor in a display case.

Edited by wojo55: 11/15/2015 2:30:16 AMYou can't just put stuff in there inventory and expect them to instantly wear it. Like when you give a companion a new gun you have to equip it for them. You do this in there inventory just highlight the item and equip it
