No you can't load activities if your 3 leeks lower so 23+ can load vog

I believe he was 23, and yes he could. If I'm not mistaken, you could load it up if you're within 3 levels of the mission requirement, with this one being 26

As long as your 3 levels within the activity, you can load it up. Now a days though I don't know what the light is
