Killing the Daughters in the Last Rites mission is not the INTENDED method for getting the Grimoire cards, it's literally a workaround since otherwise those cards would be unavailable.

How do you know that it's a work around? Think about the fact that you don't kill any other boss in a story mission aside from the daughters. It's most likely intended to be the way it is.

According to Bungie in the original post which you first responded to, it is a known issue that it is not unlocking via the raid
