Scuf controllers give the same advantage IMHO, if your not good with a mouse then a xim4 won't magically make you any better. And just because something gives an advantage (xim4, scuf, elite, kontrol freeks etc) doesn't mean its cheating, anyone can go out and buy one of these. Don't you think if it was such a big deal bungie would have said something by now. I'm 100% sure they're okay with it, and until they say otherwise who are you to bash on other players for their choice of hardware? Would be awesome to get a response from bungie...
