What's the Difference Between Legacy and Exotic Engrams?

Ok, I just looked at what Xur is selling this weekend and I keep on seeing "Legacy" and "Exotic" engrams, but I fail to see the difference between the two....

Dark Iron Zero

Legacy is all year one items and the exotic engrams are year two attack level items.
