The gun is most likely going to be featured in an underwater level to be released in a future DLC. The worst part about this is, it's already on the disc! I paid for this gun! I shouldn't have to pay again to get it in a future DLC. I should get it now!
I'm tired of gaming companies chopping up their game just to resell it later and make profit. It reminds me of what happened with Destiny...

One weapon vs all the content from year 1 destiny cut for the last 3 dlcs ? Pretty sure there is a difference between cut content and content left out. One story mission in fallout is bigger then the whole of Destiny so your point is invalid. Think about it....

Have you seen those mutated dolphin bodies? I think they intended them to be underwater enemies and maybe the Harpoon could be used on them. Clearly that idea has been cut though.
