You don't nerf AND buff, you pick one or the other because increasing 1, and decreasing the other, just makes a bigger gap between the two, which results in a swap of the 2 weapon types in popularity, and that basically ducks everything up. So I recommend not doing both, but only 1 not the other. Again. Not both, just 1, buff or nerf, doesn't matter, pick one, not both.

Your logic is stupid. Overpowered weapons need a nerf. Underpowered weapons needs a buff. Balanced weapons need no change. The idea is to make every weapon choice viable, but for different scenarios, e.g. A Scout should outgun an assault rifle at a distance, but in mid range the assault rifle should be more favorable.
