You don't need the radio station. Go to the Memory Den in Goodneighbor. Once inside the main room, go into the left door. There should be a ghoul who will ask you to get the costume. He then upgrades the costume and gives you the Silver Submachinegun.

You didn't get the armor before all the "bad guys" you had to kill?
