So how exactly does this quest work? Does it have to be a new player or can I just delete one of my guys and start over and help someone?

Nope, although you can make a new account to do it!

How do you do this? My friend made a new account and I gave him the referral and everything, but it still says he is yet to purchase and play the taken king so it wont let us link on bungie.net.
