Actually, you can get a team to carry you through HM raids and just sit there AFK the whole time and still get the best loot. I didn't see anyone get anything 310+ from IB except in the Level 3 and 5 packages so it would seem that what you saw was a rarity not the norm. I would concede that it probably shouldn't give you anything greater than 10 past your max light level though.
