I would like to see it as an option. One problem is people would use private matches to cheese quests and bounties.

Xp would be turned off and rewards. Customs do give 1 reward to players. That reward is fun

Yeah, that would make sense. Seems like it would be simple enough to implement, maybe in Destiny 2.
