Why do the grunts accept being treated so horribly? Why don't they rebel?

Their culture or mindset isn't exactly like that. Their combat motto is: [i]"When in doubt, flee!"[/i] They did rebel once too. That's why you see Grunts in combat fighting alongside Elites.

Yup, hence why you see them with weapons and fighting alongside Elites.
