That doesn't make sense, there would have to always be a flow of electrons for them to get back up, which is not introduced until one would tase them. You would have to have a backup system of some sort, which can always be tackled by introducing some sort of electric charge to that stream. Fiber optical cables are the only ones that can avoid those sort of things, but can still be shut down using lasers.
