Because the Traveler, the science behind it all doesn't exist...

Many exos were created before the collapse, and the traveler encourages the use and expansion of scientific endeavors, that's why we had the golden age. Really, it does exist. We made exos before the traveler became known.

Post collapse, modifcations would actually be worse than during the golden age. I was born during the golden age (I have backstory about it) so I would know how exos could be wired, and I also knew the theories. My mother was a researcher on this sort of thing.

I shoot the minotaurs with quiver then the back of the wall, keeping the chest kid open. "Get out quickly!"
