If the maps weren't primarily set up for close quarters combat, i would say shotguns take more skill. But the close environment on most maps means sniping takes marginally more skill.
Camping sniping takes the least skill of anything, tied with shotgun camping. But if you run and snipe and run and shotgun, it does take more skill but only marginally more then using a primary
