It's amazing that people haven't figured it out yet
Shotguns are easy to use but present the most risk to the user
Snipers are hard to use but present the least risk to the user
How's that not -blam!-ing balanced?

Snipers aren't safe. Any smart player is pre firing you or increasing their mobility when they see you adsing. They will either slide or jump so you can't land a hand shot but on no way can you avoid a shotgun once they hit mid range you are just screwed. They will charge you down and kill you easy
