Depends on how you use it.
Hard scoping requires the minimal amount of skill.
Actively searching a new good surprise attack spot is what I hope to see on the other side of the flare.

Exactly. Camper (especially guys who never, ever scope out to check their radar)=beginner, less experienced sniper. Takes less skill. "Run and gun"=almost certainly the more skilled player out of the two.
