Alright, I need some help. I've been working on the Benevolent Leader trophy for a while now. I've done everything right. 21 People 24 Food 61 Water 33 Power (I know it doesn't affect happiness) 175 Defense 22 Beds ....and I'm stuck at 99 happiness.....I have 4 people working on food and the rest on the shops. I have 17 level 3 shops (none are armor or weapon shops because those don't raise happiness). The size meter is maxed out, I couldn't build a fence post if I wanted to. I've done all of this at Starlight Drive-In. I haven't even left the settlement either. Can anyone tell me what I'm doing wrong?
