I think it's pretty reasonable to ONLY get drops higher than your light level, right?

Yeah of course, otherwise there's just too much luck involved... You need to be lucky with the actual item dropping, primary, heavy, helmet, ... then you have to get lucky with the perks and on top of that you need to get a good enough light level, that's just too much. Light level should be above the amount you already have.
