It can happen, but it means I had the wrong gun equipped. I would also not expect to win the gun fight in that scenario. I can't run around with a sniper and get quickscope kills consistently. Neither can the vast majority of the player base. You can obviously get lucky now and again, but it's not consistent. That being said, I wouldn't expect Bungie to ever nerf snipers in this way. People are not sniping like this. People may use them as primaries, but they're not running into multiple guys at once and quickscoping everyone.
