It's fixed, the next time that you go to the Lighthouse it will unlock.

aside from the 5 different people who confirmed that it is fixed on this post , the fact that I unlocked it last weekend, and that OP who is a Bungie emplyee removed the Lighthouse grimoire card from the "known issues"?. No, there isn't much proof...
