It was false datamined info. They never actually said this was going to happen.

We were never officially told anything about getting a raid in HoW. It was just a bullet point that got data-mined. And you may not remember this, but a lot of the community wanted a horde mode activity, so we got one. And then people bitched about that. Bungie has definitely made a lot of mistakes with this game, but it's the community that keeps -blam!-ing things up as well.
