That would be great....if it didn't mean that every gun would be exactly the same.
Bungie has a huge problem making perks that are actually fun to and challenging to chose between. there are so many horrible, useless perks that every slot has a clear and defined "BEST" perk for PvP and PvE.
Some of the perks are just atrocious. just so freaking horrible, that you wonder why they are even in the game..

I definitely agree they need to step up their game in the weapon quality department. Yet I'm still stuck at the mercy of the deplorable RNG. In crucible I still use Y1 guns because I still haven't gotten a decent Y2 Sniper or LMG that fits my playstyle.
